WLCG governance
The grid is not governed by CERN: it is governed by its signatories. The wlcg-mou-agreement binds funding agencies to deliver resources; the wlcg-collaboration-board is the assembly, the wlcg-overview-board its standing committee, and the wlcg-management-board the executive. The wlcg-gdb represented the resource centres until it wound up in 2024; the wlcg-technical-coordination-board now steers technical evolution through an open forum. What the whole thing coordinates is the tier-model, built on top of cern-tier0.
